Sheila Dixon was elected to her second term as President of the Baltimore City Council in 2004. She has been a member since 1987, when she was first elected to the City Council representing the old 4th District.

As City Council President she chairs the five-member Board of Estimates, which executes the city’s fiscal policy. Sheila holds a bachelor’s degree from Towson University and a master’s degree from Johns Hopkins University. She is a tireless advocate for Baltimore’s youth and for many public health issues, including HIV/AIDS, breast cancer and lead poisoning.

In 2003 Sheila joined The Daily Record’s Circle of Excellence for her third selection as one of “Maryland’s Top 100 Women.”
