Robert Charrow is a shareholder in the Washington, D.C. office of Greenberg Traurig LLP, where he specializes in the legal problems associated with biomedical research, health care law, food and drug law, and legal issues associated with biotechnology. He represents academic and research institutions, learned societies, pharmaceutical companies, health care providers, and insurers, with respect to a broad range of issues arising under the Medicare and Medicaid programs, the Federal Food, Drug, and Cosmetic Act, the Public Health Service Act, HIPAA, the False Claims Act and other federal laws affecting or regulating the delivery of health care and research. . He served as the Principal Deputy General Counsel for the U.S. Department of Health and Human Services and, as such, supervised the Chief Counsel for the various agencies within the Department, including the Health Care Financing Administration (now CMS), Office of Inspector General, the Food and Drug Administration, and the Public Health Service (e.g., NIH, SAMSA, HRSA). Before joining the Department, he served as Deputy Chief Counsel to Reagan-Bush ‘84, the President’s authorized campaign committee and, prior to that, he was a law professor at the University of Cincinnati College of Law, where he specialized in torts, and law and science. He has written extensively in the area of health care law, science and the law and, in particular, on the effects of the legal system on scientific research and product development. He is the co-author of a leading law school text which is in its third printing and is the author of more than 100 articles and monographs. Mr. Charrow received his law degree from Stanford University in 1969 and did his undergraduate work in physics at Harvey Mudd College in Claremont, California. |
