
Goals and Objectives
The Outcomes & Evaluation program developed and successfully implemented within AIDSRelief has six fundamental components:
- continuous observation and measurement of standards of care delivery and program management
- measuring success of treatment outcomes through viral suppression, immune reconstitution, morbidity, mortality, and lost to follow up over time
- linking available patient health information and program characteristics as a predictor of treatment outcomes
- collecting information on adherence to treatment and treatment support
- comprehensive and use of feedback of the information, and
- utilization of outcomes analysis to design site specific improvement activities.
The O&E Program implements these goals and objectives through the following activities
- continuous observation and measurement of standards of care delivery and program management
- develop tools based on Component Director needs and expertise support technical assistance and capacity building activities at the site level
- develop tools to measure the degree to which services have been implemented in accordance with the UMSOM-IHV model of highly supported and evidenced based HIV care and treatment within a comprehensive continuum of care
- measuring success of treatment outcomes through viral suppression, immune reconstitution, morbidity, mortality, and lost to follow up over time
- under the direction of the PI, develop and manage a comprehensive patient level outcomes process
- provide timely feedback and analysis of all collected health information and program information to establish predictors of treatment success and failure in resource limited settings
- build in country capacity to perform all aspects of the patient level outcomes process
- establish a data warehouse for all patient level outcomes data
- linking available patient health information and program characteristics as a predictor of treatment outcomes
- provide statistical modeling and analysis support to each component and country program
- support the analysis and interpretation of patient data and outcomes
- collecting information on adherence to treatment and treatment support
- support the development of tools to measure treatment adherence and support
- provide a dissemination and collection system for the CBTS program within the PLO and CQI processes
- comprehensive and usefol feedback of the information
- support each component through the routine dissemination of health and program information in a useable fashion
- establish reasonable benchmarks for the timely turnaround of all collected information
- utilization of outcomes analysis to design site specific improvement activities
- provide a comprehensive methodology for the use of patient and program information
- build the capacity of UMSOM-IHV teams to use CQI methodology in their routine scopes of work
- build the capacity of local partner service providers to build and use CQI systems
